EAC Certification of multicomponent products

Export of multicomponent products to Russia can cause some difficulties. The problem can be to determine how many certificates would be needed. Sometimes each component must prove its conformity with the technical regulation of the Eurasian Economic Union.
Basically, multicomponent products are:

  • wheeled vehicles
  • multicomponent industrial equipment

The question, how many EAC certificates or EAC declarations are required, is determined by the technical regulations of the Eaurasian Economic Union.


Multicomponent products are those which form together a single product. For example, a power tool kit or make-up set is not included because each component can be used separately. In this case, the components must be individually certified.

Legal framework

The following technical regulations may come into consideration:

Multicomponent industrial equipment

Basically, the necessity to obtain certificates or declarations for equipment, including its components, is set out in the relevant technical regulations of the EAEU. For machines and equipment is the Technical Regulation TR CU 010/2011 On safety of machinery and equipment pivotal. According to this regulation only the whole equipment and not its components or spare parts is subject to EAC conformity assessment. Nonetheless, the manufacturer can voluntary have the components or materials EAC certified.

EAC Certification of pressure equipment

The Technical Regulation TR СU 032/2013 On safety of pressure equipment specifies uniform safety requirements for equipment operated with pressure and their marking.
Components of the pressure equipment, which are independent vessels, do not fall into the sphere of the regulation. Such components are compressors, pump housings, engine cylinders, and so on. The law does not require separate certificates for these parts.

For electrical equipment and components, the crucial requirement is compliance with TR CU 020/2011 On electromagnetic compatibility. Components which are constituent parts of other equipment and are not used independently, do not fall under this regulation.

Thus, the equipment components are exempted from a separate certification or declaration procedure. Only finished equipment is subject to conformity assessment.

Electromagnetic Compatibility

Electric devices have to proof their electromagnetic compatibility. The respective directives can be found in the technical regulation TR CU 020/2011 On electromagnetic compatibility. The regulation applies for all devices, whose electromagnetic compatibility shall be assessed.

The technical regulation only holds for electric devices as a single product. Such devices underlie or the EAC certification or the EAC declaration.

A conformity assessment is not necessary for accessories or spare parts.

Wheeled vehicles

The requirements of the Technical Regulation TR CU 018/2011 apply to all motor vehicles on wheels, intended for use on public roads, for chassis and individual parts which may affect the safety of the vehicle.
In case of delivery to assembly production, vehicle components are not subject to a mandatory conformity assessment. However, if the components are going to be used as spare parts for after-sales service, issuance of the EAC Certificate or EAC Declaration may be required.

EAC Certification or EAC Declaration is carried out as follows:

  1. Step: filing of application at the notified certification body
  2. Step: the notified certification body checks the documentation
  3. Step: product classification and sampling
  4. Step: testing
  5. Step: manufacturing audit (if set out in the technical regulation)
  6. Step: monitoring of the certified product

The obligatory assessment is carried out according to one of the procedures set out in the corresponding technical regulation. Selection of the necessary procedure depends on production type: series production or single-unit production

Authorized representative

Authorized representative The manufacturer, which is not established in one of the Member States of the Eurasian Economic Union, is not entitled to apply for any EAC conformity certificate.

In accordance with applicable law and in accordance with the technical regulations of the Eurasian Economic Union, only an entrepreneur residing in the territory of the Customs Union may be designated as an authorized representative.

In order to get the conformity certificate, the foreign manufacturer must appoint an authorized representative in one of the countries of the Eurasian Economic Union. He represents the interests in the certifying bodies of the Eurasian Economic Union regarding the safety and quality of products and compliance with technical regulations. EAC marking

EAC Certification of multicomponent products

The products declared according to technical regulations of the Eurasian Economic Union must be marked with the EAC conformity mark before placing on the market. The conformity mark shall be affixed to each unit and (or) shipping documents. The marking must be carried out in such a way that it is easily recognizable and legible throughout the entire shelf life of the product. Appropriate marking may only be made if the corresponding production meets the requirements of all relevant technical regulations.

Requirements for the EAC conformity marking:

  • EAC marking must be easy to read with the naked eye
  • dimensions are not less than 5 mm
  • EAC marking should be monochrome and colour contrast to the surface
  • EAC sign can be placed in any way that guarantees its legibility throughout the life of products

Period of validity of EAC conformity assessment certificates for multicomponent products

The validity period of the EAC certificate or EAC declaration for multicomponent products differs depending on the applied technical regulations, the selected scheme, the type of production (serial production, individual delivery, etc.) and equipment and ranges on average from one to 5 years. Those parameters are determined in the respective technical regulation.

Duration and costs for EAC certification

The duration and costs associated with an EAC certificate application for multicomponent products depend on several different factors, such as the classification of the product, any required laboratory checks and the complexity of all examinations. As such the exact conditions of the EAC certification are always determined individually based on the required documentation.
