The period of validity of conformity certifications for products depends on various parameters, which are specified in the current Technical Regulations confirmed by the Federal Law of the Russian Federation “On Technical Regulation”. The actual period of validity of a particular proof of conformity depends on the technical regulations applied, the scheme of conformity selected and the type of production (serial production, individual delivery etc.).

In general, the period of validity of an or an EAC declaration according to the Technical Regulations of the Eurasian Economic Union is 5 years.

During the period of validity of the EAC certificates, a systematic monitoring, the socalled Inspection control, is to be carried out by the certification body. In the case of the EAC declaration, the manufacturer alone is responsible for compliance with the manufacturing processes and quality control, which is why no inspection control is necessary.

After the expiry of the EAC certificates of the EAC declarations, the products may no longer be manufactured or sold. In this case, all stages of the conformity assessment must be carried out again.

The validity of the certificate of conformity shall be calculated from the date of entry in the single online register.

Period of validity of proof of conformity according to GOST-R standards

The maximum period for which the certificate and declaration in accordance with GOST-R standards are issued is 3 years.

If this document is issued for serial production, the applicant may sell an unlimited number of goods during this period.

Depending on the scheme, a GOST certificate or a GOST declaration is issued for the period of two or three years. If the number of products is limited by a batch, the proof of conformity may not have a specified period of validity and is only valid for the importation or production of a certain batch with a certain number of products.

Inspection control

After the EAC certificate has been issued, regular checks must be carried out to ensure that the product continues to meet the technical requirements and that the products are properly marked with an EAC conformity mark. This takes the form of an inspection control on the part of the certification body that issued the EAC certificate.

Inspection control is a systematic, repetitive conformity assessment activity as a basis for maintaining the validity of the EAC certificate. The inspection control is only foreseen for EAC certificates. No external surveillance is required for EAC declarations.

Schemes of EAC conformity assessment

All technical regulations contain description of the conformity assessment procedures - the so called schemes. The selection of the scheme depends on the characteristics of the product, the production or rather the delivery. There are different schemes for serial productions, batch productions and single productions.

Required documents

In every technical Regulation of the Eurasian Economic Union, different requirements for the technical documentation are specified. Usually they are the following:

1. product denomination
2. detailed product description
3. technical passport
4. instruction manual
5. technical drawings
6. technical data sheet
7. test reports
8. registration number of the customs declaration for the importation of samples
9. GLN - Global Location Number
10. GTIN-Code - Global Trade Item Number
11. Certificates already available: ISO, DIN, CE, CB

Validity of EAC conformity proofs

The conformity assessment of goods is carried out according to the Technical Regulations, which, among others, also determine the period of validity of certificates and declarations.

When the period of validity of the certificate of conformity expires, the manufacturer should contact an accredited certification body to apply for a new EAC certificate or to have a new EAC declaration issued. The products must be subjected to the EAC conformity assessment again.

A renewal of the Certificates of Conformity is not provided for in the Technical Regulations of the Eurasian Economic Union.

If the products are to be placed on the market before the expiry of the EAC certificate or declaration, these products may be in circulation until the end of the life cycle. It is not necessary to apply for a new certificate or a new EAC declaration for such production.

Early termination of the EAC declaration or certificate

By default, the EAC certificate or declaration is valid for the entire period for which it was issued. It is common that the certificates of conformity are also issued for the maximum possible period.

However, the period of validity of the EAC certificate or declaration may be terminated prematurely in the following cases:

1. As a result of the inspection As a result of an inspection, the goods were found not to comply with the specified requirements. In particular, the production process was significantly violated during production, inspection, processing, storage and transport.
2. The certificate or declaration was issued in violation of the certification rules. Problems with test reports most frequently occur in connection with the certificates and declarations.
3. The production procedure has been changed.
4. The product itself has been changed.

Duration and costs for EAC certification and EAC declaration

The duration and costs associated with an EAC certificate or declaration application depend on several different factors, such as the classification of the product, any required laboratory checks and the complexity of all examinations. As such the exact conditions of the EAC certification or declaration are always determined individually based on the required documentation.
